On October 23, 2017, the Ministry of Health approved order No. 850n, which provides for a complicated procedure for changing the legal sex in Russia. In addition to the reprehensible psychopathologization of transgender people, this procedure seems unfair to us in regard to intersex people, so we decided to find out the position of the Ministry on this issue. We asked the state body why intersex people need to undergo psychiatric examinations if the reason for the mismatch between their passport and biological sex is the mistake of third parties when filling out documents after their birth; what changes are planned in the future version of the order; how it is planned to apply the approved certificate and the procedure for issuing it, referring to ICD-10, after the approval of ICD-11 and some other issues. It is expected that in its response of February 22, 2018, the Ministry of Health declined to answer our questions, relieving itself of all responsibility for its own decisions and only listing the existing legal regulation.
